تحاول المساهمات المتعددة الجوانب التي يحتويها هذا الكتاب الإجابة على الأسئلة التي تنبت في تربة العلاقات المعقدة والمتشعبة والمتفاوتة التي تربط مسألة الدولة بالمواطنة والتنمية في لبنان. إذ إنّ لكل من هذه المفردات في هذا البلد تاريخ مشحون بتوتر سياسي واجتماعي واقتصادي وثقافي ذي وجه طائفي طاغ. ويكفي المتابع أن يتصفح تاريخ مفهوم الدولة من جهة وتاريخ مشروع الدولة في مساره العياني منذ عشرينيات القرن المنصرم من جهة ثانية كي يدرك بدون صعوبة خاصة كم كانت الدولة، وما يتصل بها من ميادين اختصاص حصرية، عصية على انتزاع إجماع القوى المجتمعية المختلفة على مفهومها ودورها وحدودها وطبيعتها؛ وكيف كان مشروع الدولة مدار تنازع بين رؤى ومصالح متعارضة حتى حدود التناقض، لم يتمكن من حسمها حتى أكثر محاولات بناء الدولة جدية ووضوحاً، أي المشروع الذي اصطلح على تسميته المشروع الشهابي. لا بل قامت على انقاض هذا المشروع حروب متنوعة القوى والاستراتيجيات والأبعاد الداخلية والإقليمية والدولية لم تبق من الدولة نفسها سوى ذكرى لا زال بعضنا يحلم بيوم عودته...
