إن البحث في موضوع الإرهاب هو من الأمور الشائكة والتي تضع الباحث أمام تحديات ليست بالهينة، فكل أجزاء البحث: الإرهاب، وتمويله وغسيل الأموال فهي أما حديثة الإنتشار نسبياً وإما أنّ هناك إختلافاً وتبايناً في تعريف بعضها أو غياب تشريعات واضحة حولها، ومن ثمّ تنطوي على فجوات بسبب من حداثة التشريعات حولها.
بالنسبة إلى الإرهاب ما زال هناك جدل وإختلاف حول تعريفه وبالتالي حول الموقف منه، تبعاً لمصالح القوى الدولية والإقليمية المختلفة، وغسيل الأموال ليس بالظاهرة الجانبية صغيرة الحجم؛ على العكس فهو اليوم يكاد يكون آلية ملحقة بنشاط منظم محتل مكاناً وحجماً في الإقتصاد العالمي لا يستهان به ويشكل قطاعاً من قطاعاته تسهم فيه العديد من المؤسسات الحكومية والمالية على صعيد عالمي.
على حين أن تمويل الإرهاب بات تهديداً يغذي جرائم الإرهاب المنظم جعل البعض يذهب إلى أنّ أيّ مسعىً أمنيٍّ وعسكريٍّ لمواجهته لن يجدي نفعاً ما لم يترافق مع التصدي الحازم لنشاط تمويله وتجفيف منابعه.
من هنا، تبحث هذه الدراسة في موضوع تمويل الإرهاب من منظور قانوني، في ثلاثة فصول: الفصل الأول خاض في الإرهاب مفهومه وتعريفه، أما موضوع غسيل الأموال يتم تناوله في الفصل الثاني من البحث، وبين أراء الفقهاء في مفهوم جريمة الغسيل وكذلك الإتفاقيات الدولية والتشريعات الوطنية.
أما الفصل الثالث الذي هو أساس البحث وحجر الزاوية فيه وهو التمويل (تمويل الإرهاب) الذي يعد المحرك الأساس للجريمة الإرهابية.
