ينطوي الإرهاب بطبيعة الحال على العنف سواء كان عنفا لفظيا يفضح فكرا متطرفا أو كان عنفا بدنيا يتجلى في الإيذاء البدني بدرجاته حتى القتل. ونقطة البداية في أي فعل عنيف هي تجريد الفعل من الحوار. إن الفكر أو الفعل المستند إلى العقل كلاهما يتيح لإرادتين متنافستين أن تتداخلا وتتفاهما وتتحاورا أما الفعل العنيف فهو بلا شك ذلك الفعل الذي يستنفذ ذاته إلى أبعد مدى وينأى عن إفساح المجال للحوار.
يرى بعض الكتاب أن الإرهاب هو نمط من العنف الذي يلجأ إليه الخارجون على نظم الحكم، أو المتمردون على السلطة، ويعرف الإرهاب أيضا بأنه شكل غير أخلاقي وغير قانوني وغير مبرر من الاستفزاز العنيف والتخويف. والتعريف الذي تعتمده الخارجية الأمريكية للإرهاب هو”أنه العنف السياسي المدبر والموجه ضد أهداف لا تملك وسيلة للمقاومة ويتم العنف بواسطة جماعات من الناس أو بواسطة منظمات سرية، والقصد من هذا العنف التأثير على العامة.
