ولا شك أن رجال الأمن، بحكم تعاملهم مع كافة طوائف المجتمع وطبقاته يستفيد من المعلومات والحقائق العملية المرتبطة بالمجانين والمجرمين على حد سواء لأنهم يتعاملون في المحل الأول مع بشر وهم ولا شك قادرون على نقل المعلومات والحقائق العلمية إلى مجال التطبيق والتنفيذ.
يمثل الإرهاب موضوعاً من أهم موضوعات الساعة وأشدها خطورة، ففي أشكالاً مختلفة في العصر الحديث ولد عدد من الجرائم المبتكرة التي لم نكن نعرفها حتى عهد قريب وفي مقدمتها الإجرام الجماعي وما صاحبه من جرائم الإبادة الجماعية، وكذلك الجرائم الإرهابية، بما يحويه هذا المصطلح من معنى لنعت الإجرام الوحشي الذي تقوم القوى المعادية لكافة الأديان والمجتمعات بتصديره إلينا.
ولذلك فمن خلال هذا الكتاب يتصدى المؤلف لموضوع الإرهاب بالدراسة، منتهج المنهج العلمي السليم متناولاً الموضوع بنظرة شمولية عامة، ومن الناحية النفسية والقانونية بصورة خاصة، واضعاً بين أيدينا الأسباب ومقترحاً علينا العلاج، وواضعاً بين ناظريه الحقائق القانونية.
