يدرس هذا الكتاب الأسس التاريخية للدولة التركية، وأنماط القيم الحاكمة لها وللمجتمع، كما يبحث في مسألة التكوين المجتمعي، وطبيعة الدولة، ويتيح التعرف على دور المؤسسة العسكرية في صنع الدولة نفسها وصياغة نظامها السياسي والاجتماعي، وتكوين نمط قيم سياسي عن الهوية والحداثة والتاريخ والقومية والأسلمة والتغريب... الخ. وينطلق من اعتبار الجيس ليس فقط دبابات وجنوداً يراقبون السياسة وقد يدبرون الانقلابات، وإنما هو أيضاً قوة اجتماعية وسياسية واقتصادية تهتم بالشأن العام "غير العسكري" ولديها برنامج تعمل من أجله. إن دراسة دور الجيش في السياسة العامة من خلال جدليات المجتمع والدولة تتيح معرفة الناظم الرئيسي للسلوك السياسي للدولة.
وتتطلب المعرفة بدور المؤسسة العسكرية معرفة بالمؤسسة نفسها وآليات فعلها ودورها السياسي، بمعنى أن المطلوب هو مزيد من التركيز على سوسيولوجيا المؤسسة العسكرية بهدف الحصول على معارف وثيقة الصلة بموضوعها ومصدرها، ومن ثم إزالة الغموض حول الجيس التركي في الشؤون التركية.
يسعى هذا الكتاب لمقاربة جدليات التكوين الاجتماعي والدولة والعلاقة بين الجيش والسياسة مقاربة نظرية أكاديمية، وبيان التطور التاريخي لدور المؤسسة العسكرية في السياسة العامة في تركيا، وبحث التكوين الاجتماعي والتكوين الدولتي الجمهوري (والعثماني السابق) وموقع المؤسسة العسكرية في النظام السياسي والسياسة العامة والجدليات المتأتية عن ذلك.
