للبحث الذي بين يدينا هدفين مترابطين، أولهما: ذو طابع أكاديمي يتعلق بتحليل إحدى الظواهر المهمة في الوطن العربي من الناحية العلمية، ويدخل في صميم الجانب الأكاديمي للبحث ذلك التساؤل الخاص بحياد الجيش في العالم الثالث، فهل ينبغي أن يكون الجيش محايداً فعلاً أم لا؟ وإذا كان من الصعب على الجيش أن يبقى محايداً لكونه المؤسسة الوحيدة التي تملك إمكانية تحدي الوضع القائم، فما هي أكثر الأشكال ملاءمة لأداء هذه الوظيفة أي لتحدي وضع التجزئة العربية أساساً وما يرتبط به من ظروف تخلف وتبعية.
وثانيهما: يرتبط بالجانب السياسي ومؤداه أن الجيش يعتبر أهم أدوات تغيير البنية الداخلية العربية القائمة على التجزئة. ويدخل في هذا النطاق عديد من الجوانب لا تقتصر فقط على البنية الاقتصادية والسياسية، وإنما تشمل أيضاً نظم القيم والاتصال والتنشئة..الخ. وفي هذا الإطار يهتم البحث باستكشاف الدور الذي قام به العسكريون العرب في مجال تحقيق الوحدة العربية على مدى ثلاثة عقود ونصف العقد. فإلى أي حد ساهمت النظم العسكرية العربية في الاقتراب من أمل الوحدة، وإلى أي مدى تعتبر هذه النظم مسؤولة عن الإخفاق الوحدوي الذي يشهده الوطن العربي حتى الآن؟
والواقع أن هذا التساؤل لا يمكن الإجابة عنه دون الدراسة المتعمقة للظاهرة العسكرية في الوطن العربي وعلاقتها بقضية التجزئة والوحدة. وفضلاً عن كل ذلك فثمة أهمية خاصة لهذا البحث تنبع من ندرة الدراسات العربية التي اقتحمت ميدان الظاهرة العسكرية حتى في جوانبها التقليدية المتعلقة بتاريخ الظاهرة ونشأة المؤسسة العسكرية وتطورها وتركيبها.. الخ.
