يواجه اكتساب التكنولوجيا معوّقات عدة في دول مجلس التعاون لدول الخليج العربية، التي تعاني ندرة الاختراعات وتدني الاعتمادات المخصصة للبحث العلمي والتطوير التكنولوجي. وقد قاد هذا الوضع إلى الاعتماد على السوق الخارجية لاستيراد مختلف أنواع السلع ذات التكنولوجيا العالية والمتوسطة ومما لاشك فيه، أن دول مجلس التعاون لدول الخليج العربية أنجزت خطوات إيجابية في سبيل تطوير البحوث اللازمة للاختراعات، فأنشأت مؤسسات البحث العلمي وحاضنات تكنولوجية لرعاية المبدعين أضف إلى ذلك تمتعها بالعوامل الاقتصادية والقانونية التي تشكّل البنية التحتية الملائمة للتقدم الصناعي والتجاري. لكن هذه الخطوات برغم أهميتها القصوى فإنها غير كافية للنهوض بالتنمية التكنولوجية الخليجية. لذلك يتعيّـن نقل المعرفة عن طريق عقود ثنائية بين مالك التكنولوجيا الأجنبي والطرف الخليجي. وحتى لا تخضع عمليات النقل لعوامل سياسية وشروط تجارية عشوائية أصبح من الضروري وجود قواعد قانونية دولية تحكم هذا النقل وتخدم المصالح الخليجية. لاشك في أن نقل التكنولوجيا خطوة أساسية وضرورية للتقدم الصناعي الخليجي. لكن يجب أن تكون هذه الخطوة انتقالية تستغل فترتها بهدف الاعتماد على الذات. ولا يمكن لدول مجلس التعاون بلوغ هذه الغاية المنشودة إلا بزيادة الاعتمادات المالية المخصصة للبحث والتطوير. تسعى الدراسة إلى تحديد المستوى التكنولوجي لدول مجلس التعاون بإبراز مواطن القوة من أجل تعزيزها وتوضيح مظاهر الضعف في سبيل معالجتها. كما تهدف في نهاية المطاف إلى تقديم توصيات لاتخاذ التدابير المناسبة بغية النهوض بالتنمية التكنولوجية الخليجية.
