تهدف هذه الدراسة إلى توضيح أهمية اتفاق التجارة الحرة بين دول مجلس التعاون لدول الخليج العربية وبين الاتحاد الأوروبي، وترى أن الفهم الأوروبي لهذا الاتفاق لا ينسجم دائماً مع المصالح الخليجية. لقد انطلقت المفاوضات الثنائية بينهما في بداية التسعينيات من القرن العشرين لكنها لم تصل حتى الآن إلى اتفاق نهائي. ويأتي هذا التأخير نظراً لاختلاف الأهداف التي يسعى إليها كل طرف من الجانبين. وتقدم الدراسة مقترحات لبرنامج جديد للتفاوض لدول مجلس التعاون يتضمن نقاطاً أهمها: أن يتجنب الأوروبيون الممارسات التي تؤثر سلبياً على الصناعات الخليجية، وأن يسهم الأوروبيون بفاعلية في تحويل الاقتصادات الخليجية من استهلاكية إلى إنتاجية، وأن ينص اتفاق منطقة التجارة الحرة صراحة على تمكين دول مجلس التعاون من الاستفادة العلمية والعملية من التكنولوجيا الحديثة في شتى المجالات، وأن يمنح الأوروبيون فرصاً استثمارية واسعة للصناديق السيادية الخليجية، وأن تحرص مؤسسات ودول الاتحاد الأوروبي على عدم اتخاذ مواقف سياسية مضرة بدول مجلس التعاون لدول الخليج العربية، وعدم تبني سياسات اقتصادية تعرض المصالح الخليجية للخطر. وبهذا، يتعين العمل على إنشاء منطقة تجارة حرة يحكمها اتفاق يرتكز على مفاوضات تجارية بحتة تقتصر على الصادرات والواردات السلعية، ولا يتشعب إلى قضايا اجتماعية وسياسية بحسب المفهوم الأوروبي. ويتعين وفق ذلك الاتفاق أن تكون المكاسب الخليجية مساوية للمكاسب الأوروبية من حيث قيمتها وآثارها الاقتصادية.
