يتضمّن هذا الكتاب وقائع المؤتمر القومي العربي في دورته السادسة عشرة التي عقدت في الجزائر في 6-9 نيسان/أبريل 2005 بمشاركة كثيفة من الأعضاء والباحثين والمفكرين. على الرغم من كل الزلازل والأعاصير التي عصفت بالأمة منذ عام 1990، عام تأسيس المؤتمر القومي العربي، فقد نجح المؤتمر في أن ينعقد كل عام مشكِّلاً فسحة للحوار، ومنبراً للموقف القومي الواضح، وآلية للتفاعل والتحاور بين تيارات الأمة وقواها الحية وشخصياتها الفاعلة. وقد جاءت دورة المؤتمر السادسة عشرة تتويجاً لمسيرة عقد ونصف مليئة بالتحولات والمتغيرات، فكانت نقلة نوعية وكميّة في هذه المسيرة، وضمت إلى شخصيات تنتمي إلى كل تيارات الأمة رموزاً آتية من كل مكوّنات المجتمع العربي وألوان الطيف الديني والعرقي والمذهبي، كما بلغ عدد المشاركين فيها رقماً قياسياً بالنسبة إلى دورات سابقة. إن من يقرأ في الموقف القومي العربي الذي جسّده المؤتمر يجدّ الدليل على جدية التصميم العربي، وعلى تجذّر فكرة المقاومة العربية، وعلى سلامة التحليل القومي المدرك أن العصر الأمريكي ليس قدراً، وأن لموازين الإرادات فعلها الذي يوازي، بل يتفوق على موازين القوى، كما يجد رفضاً لثنائية مضلّلة بين الاحتلال الخارجي والاختلال الداخلي، وتمسكاً بتكامل مواجهة الهيمنة الأجنبية مع تعميق المشاركة الشعبية الديمقراطية.
