يتضمن هذا الكتاب الوقائع الكاملة للمؤتمر القومي العربي في دورته التاسعة، وقد ارتأت الأمانة العامة للمؤتمر نشر كافة الأوراق الخلفية والوثائق المقدمة تعميماً للفائدة.
ولعل من أبرز المؤشرات الإيجابية التي تحملها أصداء المؤتمر ودورات انعقاده السنوية هي التساؤلات التي أخذ العديدون من أبناء هذه الأمة-وفي مقدمتهم شبابها-يطرحونها ويثيرونها وهي من نوع: "كيف السبيل لصنع القرار العربي انطلاقاً من مبادئ المؤتمر وتوجهاته؟"
إن في مثل هذا التساؤل مؤشراً على أن المؤتمر القومي العربي يتقدم نحو تحقيق الغرض الذي يسعى إليه أعضاؤه ومؤيدوه: وهو أن يكون مرجعية فكرية وسياسية تنبع من صميم هذه الأمة، ويصنعها اللقاء بين أبنائها في تعددية فكرية وسياسية حقيقية تشق الطريق لتحول ديمقراطي وحدوي في الوطن العربي.
يضم هذا الكتاب أربعة أقسام: القسم الأول ملخص لتقرير حال الأمة العربية. أما القسم الثاني فيضم دراسات ثماني تفصيلية للأوضاع السياسية والاجتماعية والاقتصادية للأمة العربية خلال العام 1998 هي: العرب والعالم، والصراع العربي-الصهيوني، والأمن القومي العربي، والنظام العربي، والتنمية الاقتصادية والعدالة الاجتماعية، والعمل والتقانة، والديمقراطية وحقوق الإنسان والجاليات العربية في المهجر. أما القسم الثالث فيضم دراسة خاصة حول الفساد وتداعياته في الوطن العربي. والقسم الرابع اشتمل على وثائق وبيانات المؤتمر القومي العربي التاسع.
