يحمل هذا الكتاب وثائق ووقائع "المؤتمر القومي العربي" في دورته العاشرة التي انعقدت في الجزائر، على مدار خمسة أيام في الفترة بين 3-7 نيسان/إبريل 2000. تؤكد هذه الوثائق والوقائع أن استمرارية "المؤتمر القومي العربي"، على مدى عقد كامل، حفل بمتغيرات وتطورات مذهلة وكاسحة عالمياً وعربياً، ليستا في معظمها مؤاتية لفكرته، هو دليل أصالة تلك الفكرة وجديتها، إنها تجئ استجابة لحاجات حقيقية يتطلبها الواقع العربي المعاصر.
على ضوء ذلك يمكن القول بأن هذا المؤتمر يمثل مؤشراً نحو تحقيق الغرض الذي يسعى إليه أعضاؤه ومؤيدوه: وهو أن يكون مرجعية فكرية وسياسية تنبع من صميم هذه الأمة، ويصنعها اللقاء بين أبنائها في تعددية فكرية وسياسية حقيقية تشق الطريق لتحول ديموقراطي وحدودي في الوطن العربي.
وهذا الكتاب الذي ضمّ وثائق ووقائع هذا المؤتمر جاء ضمن أربعة أقسام: القسم الأول ملخص لتقرير حال الأمة العربية، أما القسم الثاني فيضم عدداً من الدراسات تتعلق بالأوضاع السياسية والاجتماعية والاقتصادية والعسكرية للأمة العربية خلال عام 1999، وقد توزعت على المحاور التالية: العرب والعالم، والصراع العربي-الصهيوني، والأمن القومي العربي، والنظام العربي، والاقتصاد العربي، والأوضاع الاجتماعية، والعلم والثقافة، والديموقراطية وحقوق الإنسان، والجاليات العربية في المهجر. أما القسم الثالث فيضم دراسة خاصة بعنوان "رفقة العرب في صلاح الحكم في البلدان العربية"، واشتمل القسم الرابع على وثائق وبيانات المؤتمر القومي العربي العاشر.
