وهو يتضمن الوقائع الكاملة للمؤتمر القومي العربي الثامن الذي انعقد في القاهرة من 27-30 نيسان/أبريل 1998، نشر وتوزيع مركز دراسات الوحدة العربية. يؤكد هذا السجل الشامل أن المؤتمر القومي العربي، منذ نشأته عام 1990 حتى الان، يثبت ان طريق العمل القومي ما زال مفتوحاً وممكناً، بل انه اكثر واقعية على رغم كا ما يحيط به من صعوبات وعراقيل تفرضها القوى المعادية للآمة ولتحررها وتقدمها ومستقبلها الوحدوي. فالتطورات العالمية المتسارعة تجئ لتؤكد مدى جدارة الحل القومي وشرعيته ومصداقيته لمواجهة مشكلات التخلف والتبعية والتجزئة والهيمنة الإمبريالية والصهيونية. يضم هذا الكتاب ثلاثة أقسام: القسم الأول هو ملخص لتقرير حال الأمة العربية خلال العام 1997. أما الثاني فهو الدراسات التفصيلية للأوضاع السياسية والاجتماعية والاقتصادية في ذلك العام، وهو يضم عدداً كبيراً من الدراسات شارك في إعدادها حوالي عشرين باحثاً ومفكراً عربياً. أما القسم الثالث فقد اشتمل على وثائق المؤتمر القومي العربي الثامن وبياناته وقراراته.
