يتضمّن هذا الكتاب وقائع المؤتمر القومي العربي في دورته الرابعة عشرة التي عقدت في صنعاء في 23-26 حزيران/يونيو 2003 بمشاركة كثيفة من الأعضاء والباحثين والمفكرين. وتكتسب هذه الدورة أهمية استثنائية لكونها تجيء في أعقاب الاحتلال الأمريكي للعراق، ما انعكس تحليلاً مسهباً لتداعياته العربية والإقليمية والدولية على مختلف الصُّعد في تقرير "حال الأمة العربية خلال عام 2002"، بالإضافة إلى سائر القضايا العربية الملحّة، وقد توزّعت على المحاور التالية: العرب والعالم، والعرب والجوار الإقليمي، والعلاقات العربية – العربية، والصراع العربي – الصهيوني، والتنمية، والأمن القومي العربي، والمجتمع والدولة، مشكّلة القسم الأول من الكتاب. وفي القسم الثاني دراسات مستقلة حول: أزمة الديمقراطية، وأسباب العجز العربي، والعلاقات الاقتصادية العربية – العربية، والأسباب الحقيقة لاحتلال العراق، والمشهد الأمريكي، وأوهام الصداقة والشراكة مع أمريكا، وأمريكا والعنف، فيما اشتمل القسم الثالث على وثائق المؤتمر القومي العربي الرابع عشر من تقارير وبيانات. ويؤكد هذا الكتاب أن المؤتمر القومي العربي – من خلال مؤسساته المختلفة، ومبادراته في مواجهة الأحداث الطارئة والمستجدّة، واجتماعاته الدورية، وما يصدر عنها في تقارير ودراسات وأبحاث – يكرّس موقعهُ من النضال العربي كإحدى المرجعيات الرئيسة لمختلف القوى السياسية والهيئات الشعبية للتعرّف على الأوضاع العربية والاقليمية والدولية.
