الأمن هو مطلب أساسي للدولة أيا كان تكوينها السياسي أو فكرها الأيديولوجي، وإن اختلفت هذه الدول في مدى حاجتها إليه على الصعيدين الداخلي أو الخارجي، فالأمن القومي يرتبط بكيان الدولة وبقائها، وحمايته تتعلق بالحفاظ على ذلك الكيان، وبذلك فإن حماية الدولة لأمنها القومي هي حاجة أساسية وملحة بل إن الدولة بدون أمن قومي مهددة بالزوال، ومن ناحية أخرى فإن حقوق الإنسان هي ثمرة نضال الشعوب والأمم عبر التاريخ، وهي ذات أهمية عظيمة لتوفير الأمن والإستقرار للدولة وكذلك للمجتمع الدولي.
إن هدف الكتاب هو معرفة مدى مراعاة التوازن بين حاجة الدولة إلى الأمن القومي وإلتزامها بقواعد حقوق الإنسان وحرياته الأساسية الواردة في الإتفاقيات الدولية المتعلقة بحقوق الإنسان، وذلك من خلال تحديد مفهوم الأمن القومي والمقصود به وعلاقته بحقوق الإنسان وكذلك بيان موقف بعض الإتفاقيات الدولية والإقليمية المتعلقة بحقوق الإنسان من منح الحق للدولة الطرف في التحلل من كل أو بعض الإلتزامات الناتجة عنها حماية لأمنها القومي وتوضيح ما إذا كانت هنالك بعض الآليات الأخرى التي يمكن اللجوء إليها في حالة عدم النص في تلك الإتفاقيات الدولية على حق الدولة في إتخاذ تدابير تتعارض مع إلتزاماتها الناتجة عنها حماية لأمنها القومي وتحديد نوعية التدابير التي قد تتخذها الدولة حماية لأمنها القومي التي تمس حقوق الإنسان وحرياته الأساسية، وأخيراً بيان الآليات الرقابية الدولية على تصرفات الدول في هذا الخصوص لمساءَلتها عند إنتهاكها لقواعد حقوق الإنسان.
