ولد سيّار الجميل في مدينة الموصل بالعراق يوم 21/1/ 1952 ، وهو الابن البكر للاستاذ كوكب علي الجميل ( 1918 – 1968 ) القاضي الاديب ورجل القانون المعروف في العراق ( انظر ترجمته في تاريخ الاسرة ) ..
ترعرع سيار الجميل وتّربى في ظل اسرة علمية معروفة وفي بيت ادب وثقافة معروف بنزعته واصوله العربية .
وهو حفيد المصلح الاديب الشاعر علي الجميل ( 1889 – 1928 ) احد رجالات النهضة العربية ( انظر ترجمته في تاريخ الاسرة ) الذي ساهم في تأسيس المنتدى الادبي بالاستانة اثناء اقامته فيها للدراسة في الكلية الشاهانية رفقة عبد الكريم الخليل واحمد عزّت الاعظمي ..
قضى سّيار الجميل طفولته في البيت القديم لاسرة آل الجميل الكائن في قلب مدينة الموصل القديمة منطقة حوش الخان ..
ثم طاف في اماكن عدة من شمال العراق بحكم منصب والده .
سّيار متزوج في ديسمبر 1988 وله : داليا ونصر ..
ولد سيار في اسرة تعنى بالثقافة (ال الجميل)، كان والده خريج كلية الحقوق العراقية وكان جده علي الجميل صحفياً في الحكومة الوطنية 1921 قبل تشكيلها واحد الوجوه الثقافية في الموصل آنذاك.
أكمل سيار دراسته الأولية في الموصل ودخل كلية الآداب والعلوم الإنسانية (الآداب حالياً) قسم التاريخ وتخرج فيها عام 1974.
سافر إلى انكلترا للدراسة وحصل على الدكتوراه في التاريخ الحديث للشرق الأوسط من جامعة سانت أندروز عام 1982.
عاد إلى العراق وانتسب تدريسياً للتاريخ الحديث في كلية الآداب عام 1984، غير أنه عمل محاضراً في العديد من الجامعات العربية، منها جامعة تونس الأولى وجامعة وهران في الجزائر وجامعة الحسن الثاني في المغرب.
