يوافق الفقهاء أنّ الإستجواب هو أخطر وسيلة من وسائل الرقابة البرلماني وأشدها على الحكومة قساوة، ولذلك مرجعه إلى أمرين: أولهما أنّه إجراء ذو طبيعة إتهامية، بمعنى أنه يحمل في ثناياه إتهاماً بالحكومة أو لأحد أعضائها عن شائبة قصور في أحد تصرفاتها أو فعل مشين لأحد أعضائها.
والآخر أنه وسيلة ذات أثر عقابي شديدة البأس، لما ينتهي إليه من تحريك مسؤولية الوزارة، أو طرح الثقة بأحد الوزراء، فالإستجواب رأينا هو مطالبة الصفة التنفيذية ببيان أسلوب تصرفها من أمر ما أو الغاية منه، بدون أن ينطوي الطلب على ما يدل في التدخل في أعمالها ومحاسبتها عن كافة التجاوزات والأخطاء في حال إرتكابها أو حدوثها بعد فتح باب المنافسة لأي عضو من أعضاء البرلمان مع إحترام حق الدفاع للحكومة عن نفسها أثناء المنافسة، وغالباً ما ينتهي إليه من تحريك مسؤولية هيئة الوزارة أو طرح الثقة بأحد الوزراء.
