يروي هذا الكتاب قصة أول محنة واجهها دستور 1923، والتي استمرت لمدة تزيد على السنة بدءاً من اضطرار وزارة سعد زغلول للاستقالة في نوفمبر 1924 إثر مقتل السير لي ستاك، وحتى انتخاب الهيئة النيابية الثالثة بعد أن شهدت البلاد مولد وحل أقصر برلمان في تاريخها، وهو الهيئة النيابية الثالثة التي لم تستمر سوى أقل من 9 ساعات.
كما يروي قصة الانشقاق السعدي عن حزب الوفد والذي أسفر عن نفسه بشكل واضح داخل قاعة البرلمان في جلسة شهيرة وقصيرة اطفئت فيها الأنوار وأديرت في ضوء البطاريات والقداحات وصدرت عنها مضبطتان تمثلان وجهتي نظر الحزبين المتصارعين. أما قصة انشقاق مكرن عبيد فترويها حكاية استجواب الكتاب الأسود، وما مثله من تحد خطير لسمعة الوفد وزعيمه النحاس وموقف الهيئة البرلمانية الوفدية وجهودها لاستيعاب الحدث ومن خلال هذه الأحداث التي جرت داخل البرلمان ينكشف دور البرلمان بوصفه المحك الدستوري لإدارة الصراع السياسي والارتباط الوثيق بين الوفد والنظام البرلمانين والقوى التي عملت على الحد من السلطة البرلماني لصالح السراي.
