تنتمي أفكار جون ستيوارت مِلْ إلى ثقافة القرن التاسع عشر التي انخرط كثير من أَعلامها في السياسة وفي الحياة اليومية لمجتمعاتهم التي كانت تشهد آنذاك تقلبات عاصفة في الفكر والعمران. وقد جمع مِلْ الفلسفة إلى السياسة، واقترنت لديه الفلسفة، ولا سيما فلسفة الأخلاق، بالسياسات العامة، الأمر الذي أدى إلى ابتداع معايير تطورت، في إثرها، نُظم الحكم الديمقراطي، خصوصًا في القضاء والتشريع والإدارة. وكان مِلْ، إلى ذلك، ليبراليًا يؤمن بحرية التجارة، وبالمنافسة الكاملة، وبحق العمال في تأسيس الاتحادات المهنية والنقابات العمالية، ويعارض تدخل الحكومات في شؤون الاقتصاد. ويُعدُّ مِلْ من كبار فلاسفة المذهب الوضعي الذي يجعل المنفعة في رأس غاياته. وكان يعتقد أن المعرفة تأتي من التجربة واستقراء النتائج. وفي هذا الميدان عُني بقضايا المساواة والعدالة والديمقراطية والحرية، وتضاربت آراؤه كثيرًا، فدافع عن حق المرأة في الاقتراع في سياق دفاعه عن المساواة والعدالة، لكنه حصر مبدأ الديمقراطية في شعوب أوروبا الشمالية وأميركا. لهذا تبدو بعض أفكاره اليوم رجعية، ولا سيما إفصاحه عن أن الحرية مشروطة بدرجة تقدم المجتمع، وأن الحكم الاستبدادي ضروري لتطوير الجماعات المتخلفة.
ومهما يكن الأمر، فإن كتابه هذا، أي الحكومات البرلمانية، يوجز أفكاره كلها، ولعله يسهم في إغناء النقاش في شأن الديمقراطية في البلدان العربية
