في الخامس والعشرين من يناير عام 2011 آفاق الشعب المصري العربي على قدراته المذهلة التي كاد أن يفقد الإيمان بوجودها. أيقظته نخبة من الشباب المثقف، أبت الظلم والذل والهوان، فسالت دماء الشهداء ليحيا شعب، وسملت أعين لتتفتح عيون، وأصيبت أجساد ليصح جسد الوطن.
هبت النخبة، واستجاب لها الشعب بكافة طوائفه وكافة مستوياته، كل له وجيعته؛ فجائع لا يجد ما يسد جوعه، وشبعان لكنه يرى الظلم يقع بأخيه الجائع، وذو وعي يؤلمه ما يراه من مهازل قانونية وسياسية دون أن يستطيع أن يعبر عن وعيه، ومصلح يرى الفساد يكاد يطاله.
وكان ما أراد الله من نجاح للثورة بالإطاحة بالنظام الفاسد، وبدأ التفكير في البناء، وبدأ العوام والخواص يدركون مدى التسطيح الذي أصابهم، وظهر جليًا أن هذا البلد الطيب، وكأنما حرصت النظم المتتابعة التي حكمته على أن تظل نسبة أميته حوالي 40%، وأن يظل غير الأميين منه في أمية ثقافية، وإذا ما أفلتت قلة قليلة فعلمت أصمتت أو أبعدت.
انتبهت الأمة إلى ما يحاك لها من مكائد الجهالة، فهب مخلصوها لتنوير الشعب وتبصيره بحقوقه وواجباته وما لا يجوز الجهل به من المعارف الأساسية.
في هذا الإطار، ونحو هذا الهدف يأتي إسهام العالم الجليل الأستاذ محمد عتريس صاحب "معجم بلدان العالم" و "المعجم الوافي لكلمات القرآن الكريم" وغيرها من المعاجم، فأنشأ هذه الموسوعة في "المصطلحات السياسية والبرلمانية"، ضمنها جل ما يحتاجه المبتدئ، وما لا يستغني عنه المنتهي، وعرض فيها لأهم مصطلحات هذا الفرع الهام من فروع المعرفة فذكر المصطلح بالعربية ومقابله بالإنجليزية، ثم شرح المصطلح بالعربية، وربطه بالواقع والتجربة المصرية والدولية، ليسد فراغًا ويروي ظمأ.
