المنهاج التعليمي أداة من أدوات الدولة لتحقيق الأهداف التربوية التي ينبغي تحقيقها في المجتمع، وبسبب ذلك تقوم الدولة بوضع الخطوط العريضة للأهداف التي يجب أن يسعى إلى تحقيقها المنهاج التعليمي، ويترك بعد ذلك الجهات المسؤولة عن التعليم حرية اختيار أسلوب العمل اللازم في تنفيذ هذا المزاج وعلى هذا الأساس تضطر تلك الجهات في كل فترة إلى أحداث تعديلات وتغيرات في المناهج تلائم التغيرات التي تحدث في المجتمع لنقل المتعلمين إلى الفرض الذي ينشده المجتمع، وتضع تلك الجهات نصب عينيها على أن يكون التعديل والتغير في كيفية المحتوى التعليمي تعديلاً شاملاً كاملاً يتمشى مع السياسة العامة الجديدة للمجتمع، وهذا يتطلب تغييراً في المنهاج من حيث الأهداف ومضمون المحتوى.
فالمنهاج التعليمي عندنا يدرس في فترات تاريخية معينة يعد مثلاً لتاريخ المجتمع بكل إيديولوجية وفلسفته وسياسة ويكون بمثابة صورة تنفيذية إجرائية لكل ما يشتمل عليه المجتمع من أوضاع وظروف سائدة.
فقد تم اختيار فكرة الكتاب الحالي المنهاج التعليمي والتوجه الإيدولوجي منطلقاً من فرضية أساسية هي أن السياسة التعليمية في الدول العربية تتبع الإيديولوجية السياسية في المجتمع. وخصص الباب الأول كمدخل نظري للمنهاج التعليمي وقد تضمن أربع فصول، أما البابا الثاني فقد خصص للتحقيق من صحة فرضية السياسة التعليمية في الدول العربية تتبع الإيديووجية السياسية في المجتمع، وذلك بتتبع السياسات التعليمية في جمهورية مصر العربية من عام 1952، وحتى الوقت الحاضر، وانعكاساتها على المناهج التعليمية.
