لم يسبق أن حظيت الثقافة في الجزائر من قبل بمثل ما تحظى به في العقود الأخيرة من الاهتمام، ولا أثارت من قبل ما تثيره اليوم من الدراسات حول وظيفتها وعلاقتها وأدواتها وتحديد دورها في بناء الحياة الإنسانية، وما تفرزه من القضايا الروحية والاجتماعية، وتكتسب دراسة السياسة الثقافية أهميتها على اعتبار أنها تدخل في إيطار الاهتمام بحركة تحليل السياسات العامة، وذلك باعتبارها تخاطب المواطن وتهتم بقضاياه الحيوية، إذ تشكل دراسة نتاجات النظام السياسي أهمية بالغة في معرفة العلاقات المؤثرة في استقرار مؤسساته القائمة، غير أن هذا الاستقرار يحتاج إلى عوامل مساعدة، من أهمها استقرار القواعد والإجراءات والهياكل والسياسات ومن ثم بلورة الأهداف.
يحاول المؤلف في هذا الكتاب تحديد بعض المعالم في هذه المقاربة للثقافة الوطنية، وقد انطلق من مشكلة الثقافة وإدماجها في السياق السياسي الجزائري، إلى إظهار الدور المركزي، الذي يجب إناطته للثقافة، والتي لم يدرسها هنا في وظيفتها التواصلية وإنما في علاقتها بالهوية، وبالتالي فإن هذه الدراسة تهدف إلى تحليل تجربة الجزائر في مجال الثقافة وكشف علاقاتها في بناء ثقافة وطنية، ولعلها تكون مفيدة في تسليط الضوء على حقبة تاريخية من حياة الشعب الجزائري بعد الاستقلال، وتبديد الغموض الذي ما زال يكتنف جوانبها المختلفة، أملاً في أن يساهم هذا المجهود في تقديم دراسة علمية في هذا المجال.
