نظم اتحاد المصارف العربية، والمعهد العربي للدراسات المصرفية ندوة حول "المخالفات المصرفية" في العاصمة الأردنية خلال الفترة 9-14 حزيران/يونيو 1990. وبالنظر لتفاقم هذه الظاهرة عالمياً وعربياً، وقد شهد الوطن العربي خلال السنوات العشر الماضية بعض تجلياتها المخيفة بدءاً بسوق المناخ في الكويت، وانتهاء بأزمة بنك البتراء في الأردن، مروراً بأزمتي بنك المشرق في لبنان وشركات توظيف الأموال في مصر، فقد كان من الضروري التوقف عند هذه الظاهرة بالبحث والدراسة والتحليل، وأن تطرح للقارئ المصرفي العربي، أياً كان موقعه، في معادلة الائتمان تعميقاً للوعي، وتوسيعاً للمعرفة بمساربها ومساراتها، مع التركيز على التقنيات المستعملة في ارتكاب المخالفات المصرفية، عندما تكون مرتكبة عن سابق تخطيط وعزم، أو ناتجة عن سوء إدارة وتقصير على أي صعيد كان.
وبالنظر لأهمية وخطورة الموضوع، ومسؤولية مقدمي أوراق المشتركين في هذه الندوة الذين أنكبوا على دراسة المخالفات المصرفية سواء بالنسبة إلى موقعهم، أو لعمق خيرتهم، فقد صار إلى نشر كافة وقائع الندوة في هذا الكتاب، بدءاً بكلمة الافتتاح التي ألقاها وزير مالية الأردن، باسل جردانة، ومقدمة الندوة الجامعة، الهامة والمركزة للدكتور محمد سعيد النابلسي محافظ البنك المركزي الأردني حول ضرورة التصدي لظاهرة المخالفات المصرفية، وانتهاء بكافة التعقيبات والتوصيات المقدمة للتحليل والتفسير والعرض العصي.
