لقد عملت التشريعات المختلفة في العالم على تنظيم عمل المصارف لأهميتها الاقتصادية بشكل يحول دون أية هزّة مالية أو نقدية قد تفضي على الثقة المطلوبة في المعاملات الداخلية والدولية، وأولى أدوات تلك الثقة ما يجب أن تتقيد به المصارف التجارية عادة من تعاميم تصدرها المصارف المركزية الممثلة للسلطة النقدية والقيمة على الوضع الاقتصادي العام في بلدان العالم المتحضر منه أو المتخلف، وإلى جانب تلك التعاميم يدخل التشريع الجزائي كعامل ردع عقابي يفرض الحكام الجزائية المفروضة لكل مخالفة قد يرتكبها المصرف بحق زبائنه أو عملائه أو تجاه مصارف أخرى أو إذا أتى من الأعمال المجرمة تنفيذاً لنصوص قانون العقوبات، وهو الوجه الذي يحاول هذا الوجيز إلقاء الضوء عليه من خلال معالجته لثلاثة أبحاث أساسية تتمحور حول: جريمة الوفاء بالشيك المزور، وجريمة إفشاء السرّ المصرفي، وجريمة تبييض الأموال، إضافة إلى الجرائم النقدية والمصرفية الأخرى الخاصة منها والعامة.
من أهمية طرح هذا الموضوع في ضوء حصر أنواع المخالفات المصرفية ضمن هذا الوجيز، جعله محاولة جدية وفريدة من نوعها، كانت المكتبة القانونية العربية بحاجة إلى أمثالها منذ وقت طويل، وهو يجعل أصحاب العلاقة من المسؤولين المصرفيين وعلى مختلف مستوياتهم على إطلاع ومعرفة بما يثيره الكتاب من مواضيع مختلفة تهم حياتهم المهنية في مجالات اختصاصاتهم المختلفة وعلى الصعيدين النظري والتطبيقي.
