يحاول هذا الكتاب التعريف بالنظام الإقليمي الخليجي الذي يضم سبع دول عربية هي العراق والكويت والمملكة العربية السعودية والبحرين وقطر والإمارات العربية المتحدة وعمان بالإضافة إلى دولة واحدة غير عربية هي إيران.
هذه الدول الثمانية المتجاورة والمطلة على الخليج العربي تشكل فيما بينها وحدة سياسية وإقليمية متميزة في تفاعلاتها وإرتباطاتها الداخلية وفي علاقاتها الخارجية، لقد أصبح للنظام الإقليمي الخليجي حضوره الدولي البارز كل البروز.
ويسعى هذا الكتاب إلى إبراز أهم سمات وخصائص النظام الإقليمي الخليجي، إن أكثر ما يميز هذا النظام عن غيره من النظم الإقليمية الأخرى في العالم هو وضوح وحداته السياسية وحدوده الإقليمية.
كما يمتاز النظام الإقليمي الخليجي أيضاً بنفطه وغزارة إحتياطياته النفطية بالإضافة إلى زيادة في حدة التوترات والصراعات بين دوله الصغيرة والكبيرة والتي أصبحت أكثر عنفاً ودموية خلال السنوات الأخيرة.
ويشير هذا الكتاب إلى أنه رغم الأهمية العالمية للنظام الإقليمي الخليجي فإن العالم الخارجي، القريب والبعيد، لا يعرف سوى القليل عن حقيقة ما يجري في هذا النظام من تحولات وتطورات في كل الإتجاهات.
لذلك فإن الهدف الأساسي لهذا الكتاب هو التعريف بقدرات وإمكانيات دول هذا النظام خاصة قدراتها وإمكانياتها النفطية الضخمة بالإضافة إلى توضيح الأسباب العميقة للصراعات القائمة بينها وإمكانية الوصول إلى معادلة أمنية معقولة ومقبولة تجنب هذه المنطقة الحيوية المزيد من التوترات والصراعات.
لكن الكتاب سيتوقف بشكل خاص لإستعراض علاقة النظام الإقليمي الخليجي بالنظام الإقليمي العربي وذلك في ضوء التداعيات العنيفة لازمة الخليج الثانية.
