تحاول هذه الدراسة الإجابة عن بعض التساؤلات المتعلقة بالسياسة الخارجية للدولة الإمارات العربية المتحدة، مثل: كيف تتعامل دولة الإمارات العربية المتحدة مع النظام السياسي العالمي وكيف ترتبط بالعالم الخارجي عموماً؟ وكيف تدير شؤونها الخارجية في ظل التطورات والمستجدات العالمية السريعة والمتلاحقة؟ وكيف تدير علاقتها مع العالم القريبة والبعيدة؟ ثم كيف تتفاعل مع بيئتها الخليجية والعربية والدولية؟ وهل تمتلك دول الإمارات العربية المتحدة سياسة خارجية واضحة المعالم والأهداف؟ وما هي السمات العامة لهذه السياسة وكيف تختلف عن السياسة الخارجية للدول الأخرى؟ هل حققت السياسة الخارجية لدولة الإمارات العربية المتحدة أهدافها منذ قيام الدولة الاتحادية؟ وهل مارست دولة الإمارات العربية المتحدة سياسة خارجية نشطة أم سياسة خارجية انعزالية؟ هل سياستها الخارجية قائمة في العموم على المبادرات أم الاستجابات أو هل سياسة أفعال أم ردود أفعال؟ وهل تقوم هذه السياسة على مبدأ حماية الذات أم على مبدأ التأثير في الآخرين أم على المبدأين معاً؟ وهي تنطلق في إجاباتها من فرضية أساسية هي أن السياسة الخارجية لدولة الإمارات العربية المتحدة تتأثر بعدة عوامل داخلية يأتي في مقدمتها أنها دولة نفطية واتحادية وصغيرة وحديثة الاستقلال نسبياً. كما وتحاول اختبار فرضية أخرى هي أن دولة الإمارات العربية المتحدة قد اتبعت خلال السنوات الثلاثين الماضية سياسة خارجية نشطة ومنفتحة تمزج بين المبادرات والاستجابات في تعاملها مع التطورات والمستجدات الخليجية والعربية والدولية. علاوة على ذلك فإن هذه الدراسة تهدف أيضاً إلى اختبار فرضية أن السياسة الخارجية لدولة الإمارات العربية المتحدة تعطي الأولية المطلقة للبيئة الخليجية، وهي البيئة السياسية المباشرة التي تحتوي على أكبر قدر من الفرص والمخاطر التي تواجه دول الإمارات العربية المتحدة.
