في هذا الجزء رسالة ضم متنها تساؤلات وجهها جماعة من البغداديين إلى الحاكم "أبي عبد الله محمد ابن البيع الحافظ" يسألونه فيها عن أحوال جماعة من المحدثين وجوابه على ذلك، وفيه أيضاً سؤال "مسعود بن علي السجزي للحاكم أيضاً عن جماعة وجوابه، ومادة سؤالات هذا الأخير هي في أصلها حول "الجرح والتعديل"، وبالتالي فأغلب عناصر التساؤلات قد ضمنت مادة عن الجرح والتعديل ومادة أخرى أيضاً "لا بأس بها ولا علاقة لها بالجرح والتعديل: بل لها علاقة بفنون مصطلح الحديث الأخرى.
وبالنظر لأهمية هذه السؤالات فقد اعتنى الدكتور "موفق بن عبد القادر" بتحقيق مادتها متبعاً الخطوات التالية في التحقيق أولاً: عمل هامشين الهامش الأول أعطاه رقم السؤال وذكر فيه المصادر التي نقلت السؤالات واقتبست كلام الحاكم، وذلك لتوثيق النص.
ثانياً: الهامش الثاني ووظيفته، مقارنة أقوال الحاكم بأقوال غيره من النقاد وذلك استكمالاً للفائدة العلمية المرجوة وهي معرفة حال الرواة جرحاً وتعديلاً. كما واهتم وبيان الألفاظ من الأسماء، أو الكنى، أو الأنساب، أو الألقاب، أو الأماكن، أو غير ذلك مما يتطلبه تحقيق النص، ورجع في ذلك إلى المصادر التي ضبطت هذه النصوص. ثم قام بتصحيح الخطأ الإعرابي البيّن، وأشار إليه في الحاشية. خرج الأحاديث النبوية الشريفة.. والحكم على الأحاديث وبيّن مرتبتها عند الحاجة. كما وقام بعزو الآيات القرآنية إلى السور. إلى جانب هذا اهتم بتخريج الأمثال، والكلمات اللغوية على قدر الجهد... وعمل فهرست للأعلام الذين وردوا في السؤالات. وعمل فهرست آخر للأحاديث النبوية أو الآثار أو الأقوال التي وردت في السؤالات مرتبة ترتيباً ألف بائياً.. عمل فهرساً ثالثاً للكتب التي ذكرها الحاكم في السؤالات. ورابعاً لمصادر ومراجع التحقيق والدراسة وخامساً: للكتاب وموضوعاته.
