يُجهز المسلمون اليوم على دينهم بشعارات (حاكميّة الله) و(المرجعية الدينية) و(حكم القرآن والشريعة) و(ولاية الفقيه)، أمثال ذلك.
وبما أن المسافة شاسعة بين الواقع والشعار، أو بين حكم الناس والحكم (الواقعي)، أو بين النصّ الديني ومفهوم النصّ، أو ما يقصده المسلمون ويعنيه الإسلام، أو بين مرجعية الدين ومرجعية علماء الدين، فإنها شاسعة أيضاً بين حكم الله وحكم الناس، وبين حكم القرآن وحكم المفسّر، أو بين العقيدة والشريعة، أو بين دين الأنبياء ودين الفقهاء، أو بين الدين والسياسة أو السياسة والدين.
إن جوهر سياسة الدين، هو نقل الإيمان إلى قلوب الحكّام أو نقل الحكم إلى أيدي المؤمنين، وصولاً لخلق الموازنة بين أهل الدين وأهل الدنيا ومعالجة الخلل الناشئ بين شعر الدين الذي يدعو لقيم الحق والعدالة وشدّ الإنسان نحو الله تعالى وفقه المعاد، وشعار السياسة الداعي لترويض الناس وشدّهم نحو الواقع وفقه المعاش.
هذه الإشكالية التي يُحاول هذا الكتاب تفكيكها في إطار دعاوى المؤمنين العريضة لتحكيم الإسلام قيماً وقوانين ومبادئ، ودعاوى غيرهم الأعراض بل متبنياتهم الداعيّة لإقصائه أو إلغائه، وإبقائه بعيداً عن الحكم والسلطة والسياسة والتقنين.
