تثير دراسة موضوع المرأة والتمثيل السياسي في المغرب ظاهرة عالمية تتلخص عموما في بعد المرأة عن مراكز القرار في الدولة حيث تتناقض أهميتها ووزنها في المجتمع المدني مع عزلتها عن المجتمع السياسي وتبدو لنا في نهاية المطاف مواطنة دون سلطة فعلية. فرغم اكتسابها حق التصويت فان مشاركته الفعلية في الحياة السياسية لازالت متدنية،إن لم نقل منعدمة،بحيث لم يستعمل مكسب كهذا لتدعيم وجودها على الساحة السياسية وظلت مشاركتها في الحياة السياسية وممارستها لحقوق السياسة مختزلة في ممارسة حق التصويت .أسباب متعددة تتداخل لتفسير ظاهرة كهاته،وهي إيديولوجية وثقافية واقتصادية واجتماعية، يد أن المدى والأبعاد التي تكتسبها تختلف من دولة إلى أخرى وتكتسي مدلولها بالنظر إلى خصوصيات الدولة المعنية. فعلى مستوى بلد عربي إسلامي كالمغرب ،حيث التقاليد الوطنية لا تتنافى مع التفتح على الغرب، يتدعم غياب المرأة عن الحكومة بغيابها عن الهيئة المنتخبة على الصعيد الوطني وه البرلمان في حين أن تواجدها – عددها –في المجالس المنتخبة على الصعيد المحلي وعلى مستوى الأحزاب السياسية لا يعدو أن يكون رمزيا ،هذا بالرغم من أن المرأة تشارك منذ سنة 1960 في الاستشارات الشعبية وأن الدساتير التي تعاقبت منذ سنة 1962 نصت على مساواتها مع الرجل في التمتع بالحقوق السياسية.
