إن دراسة قانون العقوبات تتميز بأهمية كبيرة، بصورة خاصة دراسة القسم العام، في موضوعين مهمين، "الجريمة"، "الجزاء الجنائي"، الأمر الذي يقتضي دراسة القسم العام، وبغيرها لا يتهيأ للطالب في كلية الحقوق فهم القسط الخاص الذي يشتمل على أنماط الجرائم والجزاء المقرر لكل جريمة ويرتبط على نحو تكاملي مع القسم العام، ذلك لأن الجهات التي تقوم بتطبيق أحكام قانون العقوبات - لا سيما القضاة وأعضاء النيابة العامة - بحاجة ماسة للرجوع إلى الأحكام العامة، حيث تصادف وهي بصدد الفصل في دعوى عدم اكتمال نص عقابي، فيتعين عليها الرجوع إلى الأحكام العامة لإكمال ما يقضي به النص العقابي، أو لمعرفة الكيفية المقررة لتطبيق نص عقابي.
وقد توخى الكاتبان في هذا الكتاب بسط الأحكام بصورة ميسرة ومدعمة بأحكام القضاء الأردني والقضاء العربي عند لزوم المقارنة لإتمام الفائدة، وهدفا بذلك إلى وضع كتاب مكتمل ليس فقط بين يدي طالب الحقوق بل أيضا بين يدي كل زميل من المحامين والقضاة وكل محب للإطلاع على أحكام قانون العقوبات، فالكل مخاطب بالأحكام المذكورة، لا فرق بين مواطن ووافد، والكل ملزم بأن يحكم تصرفاته على وفق أحكام قانون العقوبات. والذي عرف بأنه مجموعة القواعد التي تفرضها الدولة، وتحدد ما يعد من الأفعال جرائما وما يفرض لها من جزاء.
إلى جانب ذلك تخصص هذا الكتاب بدراسة القسم العام من قانون العقوبات، وهو مقسم إلى قسمين، القسم الأول ينفرد بدراسة النظرية العامة للجريمة، أما القسم الثاني فيقوم على دراسة النظرية العامة للجزاء الجنائي.
