يسلط هذا التقرير الضوء على بداية تأسيس حزب العمل في سنة 1930، أي قبل إنشاء "إسرائيل" في سنة 1948، ثم يعرض للخلافات والمشاكل الداخلية التي عصفت بالحزب. ويتناول التقرير أيضاً الحديث عن برنامج حزب العمل ورؤيته السياسية، ثم يعرّج على دور الحزب في السياسة الداخلية الإسرائيلية، ومشاركاته في الحكومات الإسرائيلية، كما ويفرد جزءاً لدور الحزب في الصراع العربي الإسرائيلي، في شقين: الأول: دوره في الحروب العربية الإسرائيلية، والثاني: موقفه من عملية التسوية السلمية.
