هذا جزء أول من كتاب نشأة الديمقراطية، وهو يدرس مسألتين: تاريخ الفلسفة في القرن العشرين وتاريخ نظرية الديمقراطية؛ الجزء الأول المعنون، الثورة الحديثة، هو مقدمة ترسم بشكل مختصر الثورة الفكرية السياسية التي جرت بين عامي 1500 و 1900؛ لا سيما وأنه يجدّ في تحديد المركبات الثلاثة الخاصة السياسية، والقانونية، والتاريخية لعالم فقد سحره، ما هو جديد في ديمقراطيتنا يكمن في تركيب هذه العناصر.
أما الجزء الثاني، أزمة الليبرالية، فهو يقدم تحليلاً لمرحلة 1880 و1914، قالب القرن العشرين، حيث أرسيت قواعد الديمقراطية الليبرالية، بجمع النظام التمثيلي والإقتراع العام.
هنا يفجر العالم الجديد الناشئ، الإطار الموروث للعالم الديني، وهنا نشهد الإنحرافات التوتاليتارية ودفاع الديمقراطيات الليبرالية، ثم إستقرارها.
أما الجزء الثالث، فيدرس مقاومة التوتاليتاريات، كلحظة مصيرية، وسيُكرّس الجزء الرابع المعنون، العالم الجديد، لإعادة توجيه حياة مجتمعاتنا منذ منتصف السبعينيات، ولأزمة النمو الجديدة التي تعانيها الديمقراطية.
