هذا بحث حاول المؤلف من خلاله قدر الإمكان جعله دليلاً عملياً للعاملين في حقل التأمين والمهتمين به أكثر من جعله مجرد بحث نظري أكاديمي، وحيث أن دراسة عقد التأمين لا يمكن أن تكون دراسة موضوعية إلا بفهم الجوانب الفنية والتطبيقية لنظام التأمين، فقد حاول أن يكون بحث الأمور الفنية لهذا لنظام، بمثابة تمهيد للدخول في بحث عقد التأمين. لكي يعطي القارئ فكرة عامة وشاملة عن ماهية هذا النظام بجوانبه الفنية والتنظيمية والتعمق في بحث عناصر المحفظة التأمينية، لتمكينه عندما ينتقل إلى دراسة العقد، من إدراك العلل والمستلزمات الفنية التي أدت إلى صياغة شروط هذا العقد بالشكل التي هي عليه، فيزنها عند ذلك، بميزان عقل محايد، يستطيع التمييز بين ما هو تعسفي وبين ما هو مفروض بحكم المقتضيات الفنية لهذا النظام.
ولكي يكون البحث جامعاً لكل متطلباته، فقد قام المؤلف بترجمة قانون التأمين البحري الإنجليزي لسنة 1906، كما اقتبس النصوص المتعلقة بعقد التأمين البري وعقد التأمين البحري الواردة في قوانين بعض الدول العربية وضمها ملحقاً بالكتاب.
