يضم هذا الكتاب في مقدمته المدخل إلى دراسة القسم الخاص من قانون العقوبات من حيث تعريفه، ومميزاته وتمايزه عن قانون العقوبات الخاص، وأهمية دراسته والإشكالات التي تصادف الباحث وكيفية علاجها وقواعد تفسيره ومعيار تبويب هذا القسم الخاص.
وتتوزع الخطة العامة للكتاب على قسمين أساسيين هما التاليان:
-القسم الأول: يتضمن الجرائم الواقع على أمن الدولة من حيث بيان قواعدها العامة، وتاريخها ومعالمها، والفروق بين نوعيها، والمؤامرة والإعتداء على جرائم أمن الدولة كمدخل إليها، وفئتي هذه الجرائم لجهة الخارج والداخل والتركيز على الجرائم الماسة بالقانون الدولي والنيل من هيبة الدولة والشعور القومي والفتنة والإرهاب.
-والقسم الثاني: يضم جرائم الإعتداء على الأشخاص والأموال.
وقد توزع على بابين: الباب الأول: في جرائم الإعتداء على الأشخاص، ويضم القواعد العامة في جرائم القتل، وأنواع القتل المقصود والخطأ:
-وفئتي جرائم القتل المقصود المغلّظ: الموجبة للمؤبد والإعدام.
-وجرائم القتل المخفّف وأسباب التبرير وموانع المسؤولية فيها.
-وفئة القتل الخطأ غير المقصود بقواعده المشتركة وأنواعه البسيطة والمشددة وجناياته وأسباب التبرير وموانع العقاب فيه.
والباب الثاني: في جرائم الإعتداء على الأموال، وتناول في الفصل الأول التعريف بالسرقة وأركانها وأنواعها البسيطة والمشددة وحالات تخفيض العقوبة.
وتضمن الفصل الثاني جريمة الإحتيال (النصب) من حيث تعريفها وأركانها وظروفها العادية والمشدّدة، واشتمل الفصل الثالث على جريمة إساءة الإئتمان موضحاً ماهيتها وأنواعها العادية الموصوفة.
