وقد قسم الكتاب إلى قسمين:
حيث تناول القسم الأول مفهوم المؤامرة والاعتداء على أمن الدولة كمدخل عام إلى جميع جرائم أمن الدولة الخارجي منه والداخلي. وتناول القسم الثاني منه فئتي جرائم أمن الدولة، فعالج في الفصل الأول منه فئة جرائم امن الدولة الخارجي : ماهيتها، وتعدادها في نبذات ست هي : جرائم الخيانة، وجرائم التجسس، والصلات غير المشروعة مع العدو، والجرائم الماسة بالقانون الدولي، وجرائم النيل من هيبة الدولة والشعور الوطني، وجرائم المتعهدين زمن الحرب.
وقد عالج الكتاب في الفصل الثاني من القسم الثاني المقصود بهذه الجرائم، وتعدادها حيث توزعت أيضاً على ست نبذات هي : الجنايات الواقعة على الدستور، واغتصاب السلطة أو قيادةى عسكرية، وجرائم الفتنة، وجرائم الإرهاب، وجرائم النيل من الوحدة الوطنية، والنيل من مكانة الدولة المالية.
