إن الهدف الأساسي لأي نظام قانوني تتبناه الدول، إنما يهدف إلى تحقيق وظائف ثلاث في المجتمع، أولها: حماية الأمن الخارجي ضد أي عدوان يتعرض له من خارج الحدود، وثانيها: تحقيق الأمن الداخلي بين أفراد المجتمع، والعمل على إستتباب الأمن والنظام وسيادة القانون، وأخيراً العمل على تحقيق العدالة والمساواة ومنع الإعتداء بين أفراد المجتمع، وهكذا نجد أن النظام القانوني لا بد أن يتضمن مجموعة قواعد قانونية خاصة بحماية أمن الدولة الخارجي.
وهذا ما نجده في النظام القانوني العراقي، الذي خصصنا له هذه الدراسة للوقوف على تفاصيل هذه المواد القانونية وأحكامها.
وعليه، يتناول هذا (المعجم) المصطلحات والمفردات القانونية التي جاءت في مواد الجرائم الماسة بأمن الدولة الخارجي والمذكورة نصوصها بالمواد (156- 189) في الباب الأول من قانون العقوبات؛ ولذلك وفق منهجية رصينة.
