تتعرض هذه الدراسة لمفهوم النظام الاقليمي بشكل عام والنظام الاقليمي العربي وموضوعها الأساسي "مجلس التعاون لدول الخليج العربية" .. ثم تتظرق بشكل سريع احيانا لبعض المنظمات الاقليمية العربية كجامعة الدول العربية والمنظمات العربية الأخرى تحت الاقليمية وتقارن بينها وبين المنظمة موضوع الدراسة كما انها تبحث في سلبيات هذه المنظمة أو شبه المنظمة وخطرها على المنظمة القومية الأم ( الجامعة) وعلى الوطن العربي ببيان هذه السلبيات عند مناقشة ميثاقها ودوافع وأهداف انشائها ومسألة العضوية فيها. كما أنها تتعرض لبعض الأخطار التى تهدد الأمن القومي العربي العسكري- الاقتصادي والاجتماعي - على ضوء الصراعات الدائرة على الساحة العربية، وعلى ضوء المتغيرات التى استجدت بانتهاء الحرب الباردة وخاصة بعد انهيار الاتحاد السوفيتي وانتهاء الصراع الامريكي- السوفيتي . والأخطر المحدقة بمنطقة الخليج العربي على وجه الخصوص نتيجة لتداعيات حرب الخليج. وتطرح كذلك تصورات الابعاد وعناصر وآليات حماية الأمن القومي العربي محددة ملامح أو نقاط البداية التى يتعين على الانظمة العربية أن تنطلق منها للحفاظ على الأمن القومي العربي وحماية الوطن العربي من " النظام العالمي الجديد"
