يوم أصدر المؤلّف القاضي الدكتور "غسان رباح"، أطروحته عام 1988 كتاباً بعنوان: "العقد التّجاري الدّولي نموذج العقد النّفطي"، لم يمر بخاطره أنّه سيكون للبنان قانون حديث في العام 2010 يتناول الموارد البتروليّة في مياهه البحريّة، بعد التأكيد العلمي لوجود البترول والغاز في إقليمه البحري والدّولي، والسّعي للإفادة من هذه الطاقة الهامة مستقبلاً، الأمر الذي سيُحدث حتماً إنقلاباً حقيقيّاً في معطيات وركائز الإقتصاد الوطني.
من هنا تظهر أهميّة هذا الكتاب في أقسامه وفصوله المختلفة، إذ يعرض في قسمه الأوّل للإتفاقيّات والتشريعات النفطيّة ولطبيعتها القانونيّة وخاصّة لمفهوم الإمتياز والقانون المطبّق على عقود الدولة مع شركات الإستثمار الأجنبيّة.
أما قسمه الثاني فيتناول المشكلة النفطيّة في بلد غير منتج للنّفط مثل لبنان ويبحث في العلاقات القانونيّة بين شركات النّفط والدّولة، وللأوضاع الضريبيّة وسبل حل المنازعات.
أمّا الجديد في هذا الكتاب فهو شرح وتحليل لمواد القانون رقم 132/2010 حول الموارد البتروليّة في المياه البحريّة ومن خلال فصوله العشرة حيث يُظهر المؤلف وضوحاً في أسلوب الشرح وخبرة في عرض الصعوبات التي ستواجه أليّات تطبيق هذا القانون مستقبلاً، كتاب مميّز، جدير بالقراءة والتّعليق والمتابعة.
