تعد المخدرات إحدى الآفات التي تفتك بالمجتمعات وتتسبب في انحدار مستوى الأخلاق والفضيلة واستسهال ارتكاب الجرائم. ولما كانت المجتمعات التي تنشد الكمال والرقي حريصة على عقول أنبائها وسلامة أجسادهم فقد عملت على تحريم الاتجار بالمخدرات أو تعاطيها وترويجها وقد كان للمشرع اللبناني دور في وضع القوانين التي تحد من انتشار المخدرات حيث صدرت عدة قوانين بخصوص ذلك، ومنها القانون (رقم 673- تاريخ 26/3/1998) الذي صدق من قبل المجلس النيابي وهو يحتوي على 253 مادة.
والمؤلف من واقع عمله في القضاء ونتيجة معايشة لكثير من الحالات التي عالجها، وضع هذا الكتاب الذي يحوي نتاج خبرة طويلة في حقل القضاء، وقد أراده أن يكون كتاباً عاماً يستفيد منه المتخصص والدارس والقارئ العادي. وقد قسمه إلى فصلين: تناول الفصل الأول بعض المفاهيم والمصطلحات التي لا بد من معرفتها قبل الشروع بدراسة المواد الجديدة للقانون وهو ما تضمنه الفصل الثاني الذي احتوى على ثلاثة أجزاء الجزء الأول من القانون، أحكام تنظيمه، الجزء الثاني: الأحكام الجزائية، الجزء الثالث: أحكام مختلفة.
وقد ختم الكتاب ببعض الملاحق التي تتضمن إحصائيات جرمية حديثة وجداول متعلقة بتصنيف المخدرات والمؤثرات العقلية، واتفاق الحيطة والحذر بين المصارف لمكافحة تبيض أموال الاتجار بالمخدرات.
