كان المؤلّف، الّذي عمل في حقل البترول العربي، على مدى أكثر من أربعين عاماً، قد تناول موضوع الدور السياسيّ والإقتصاديّ للنفط العربي في كتابه "الثروة النفطيّة ودورها العربيّ" (مركز دراسات الوحدة العربية، بيروت، 2009)، أمّا كتابه هذا، فقد خصصه لدراسة مختلف الجوانب القانونية لعمليّات إستثمار الموارد البترولية العربيّة.
وقد اختار للكتاب عنواناً فرعيّاً، هو: "القانون البتروليّ العربيّ"، وهو يعني بذلك "مجموعة الأحكام القانونيّة التي خضع لها إستثمار البترول العربيّ، والتي كوّنت الإطار القانوني لهذا الإستثمار"، ويرى المؤلف أن حصيلة هذه الأحكام، من خلال مسيرة التجربة البتروليّة العربيّة، مع التعديلات والتحسينات والتحديثات الّتي يقترحها خلال صفحات الكتاب، يمكن أن تكون نواة لمشروع "قانون بتروليّ عربيّ".
ويتضمَّن الكتاب ثمانية فصول تغطّي مختلف الجوانب القانونية للعمليّات البتروليّة: ملكيّة الدولة لمصادرها البتروليّة في باطن الأرض؛ النماذج الرئيسية للإتفاقيات البتروليّة، السيادة الدائمة للدولة على مصادرها النفطيّة، تسوية المنازعات في الإتفاقيات البتروليّة، منظمتا الأوبك والأوابك ودورهما وإنجازاتهما، ملاحظات وتوصيات حول الإعتبارات الأساسيّة التي يجب مراعاتها لإبرام إتفاقيّات بتروليّة متوازنة تصمد أمام الظروف المتغيّرة.
ويختم الكتاب بخاتمة عنوانها: "النفط العربي... إلى أين؟"، تتضمّن لمحة عن مستقبل النفط العربي وعن دوره في التنمية العربية الشاملة.
هذا الكتاب، إذ يقدم تغطية شاملة لمختلف الجوانب القانونيّة للبترول العربيّ، يمثّل مساهمة جادّة في حقل الدراسات البتروليّة العربيّة، ونأمل أن يكون أحد المراجع المرموقة في هذا المجال.
