يبحث هذا الكتاب في سياقات الأزمة الخليجية التي اندلعت في الخامس من يونيو/حزيران 2017، إثر إعلان السعودية والإمارات والبحرين ومصر حصارها البري والبحري والجوي على قطر، يُحلل الكتاب أبعاد هذه الأزمة وانعكاساتها على دول مجلس التعاون الخليجي وعلى واقع ومستقبل هذه المنظمة الإقليمية كما يرصد ويحلل مواقف بعض الدول والقوى الإقليمية الفاعلة، سواء في الجوار القريب مثل تركيا وإيران، أو على الصعيد العربي والإفريقي والأوروبي، وتظل طريقة إدارة الأزمة من جميع الأطراف، بما في ذلك الوسيط الكويتي، حلقة أساسية من الحلقات التي يغطيها هذا العمل.
فهذه الأزمة، ورغم كونها حلقة في سلسلة من الأزمات المترابطة، إلا أنها كما يرى كتّاب هذا العمل أوسع نطاقاً وأبعد أثراً مما سبقها، ولئن بدا البيت الخليجي، إلى ما قبل إعلان الحصار المفاجئ لقطر، متماسكاً في ظاهره، في ظل عطالة بقية مؤسسات العمل العربي المشترك، إلا أن تاريخ العلاقات الخليجية – الخليجية مليء بالتوترات والتناقضات والفظائع ذلك التاريخ المتعرِج هو الذي يُقدِم لنا تفسيراً معقولاً للطبيعة "الفجئية" التي بدت عليها إجراءات الحصار غير المسبوق ولا المفهوم.
فالأسباب المعلنة التي قدّمها المحاضرون بُنيت على مواقف مزعومة لأمير دولة قطر، الشيخ تميم بن أحمد آل ثاني، بُثت على موقع مُقَرْصن لوكالة الأنباء القطرية، أكدت التحقيقات لاحقاً ضلوع بعض دول الحصار في قرصنته، كما أن حسابات وتقديرات دول الحصار لا يبدو أنها كانت دقيقة تماماً، لا في قراءة الموقف الدولي، وخاصة الموقف الأميركي والموقف الأوروبي، ولا في قراءة الموقف الإقليمي، لاسيما موقفا تركيا وإيران، ولا في قراءة الموقف القطري من حيث تماسك الجبهة الداخلية وقدرة هذا البلد الصغير على الصمود في وجه الحصار اقتصادياً وسياسياً ودبلوماسياً.
