تسارعت وتيرة الوقائع الناجمة عن الحرب العلمية (الأمريكية) ضد الإرهاب، منذ الحادي عشر من أيلول/سبتمبر 2001، تحت قيادة الولايات المتحدة الأمريكية في ظل حكم الرئيس جورج و.بوش الابن والمحافظين الجدد، التي أدت في عامي 2001 و2003 إلى نشوب حربين في أفغانستان والعراق.
وما تهدف إليه هذه الورقة البحثية هو الإجابة عن التساؤلات الرئيسية لمعرفة وتحليل التداعيات المهمة الناجمة عن حربي الولايات المتحدة في أفغانستان والعراق على منطقة الخليج العربي، كونها أضحت ساحة للمصالح العالمية والإقليمية الحيوية، خاصة بالنسبة إلى البعدين: الجيواستراتيجي-الأمني، والاقتصادي (النفطي) وللأبعاد الأخرى المرتبطة بهما.
ومن التساؤلات المترابطة التي تم الإجابة عليها نذكر: أولاً: من منطلق المنهج المقارن في العلاقات الدولية والسياسة الدولية، ما هي نقاط التلاقي والاختلاف لتداعيات الحربين على منطقة الخليج العربي؟ ثانياً: ما طبيعة الرؤية والتخطيط الاستراتيجيين الأمريكيين لكيفية التعامل مع التداعيات والانعكاسات لحالتي أفغانستان والعراق؟ وإلى أي مدى هنالك صلة وثيقة بين ذلك وبين الخطوط العامة في بناء التصور الاستراتيجي الأمريكي للقضايا الخاصة بمنطقة مجلس التعاون لدول الخليج العربية؟، ثالثاً: في ظل التطورات المتلاحقة عقب الحربين في أفغانستان والعراق، هل يمكننا تصور إمكانية تشكيل نظام إقليمي أمني خليجي يسهم في حماية أمن المنطقة واستقرارها من أية تداعيات قد تحمل في ثناياها سيناريوهات جديدة؟، رابعاً: ما طبيعة التأثيرات التي تواجه الأمن الاستراتيجي للمنطقة في مجال العلاقات الاقتصادية، كنتيجة لتداعيات حربي أفغانستان والعراق؟، ما آفاق مستقبل المتغيرات والتداعيات الجيواستراتيجية الوطنية والإقليمية والعالمية المؤثرة في منطقة الخليج العربي؟.
