إذا كان اهتمام السياسة الوحيد في الواقع السياسة الخارجية، أو الخطر الذي يتربص بالعلاقات بين الأمم، لم يكن القصد أكثر ولا أقل من كون عبارة كلاوسفيتس القائلة إن الحرب هي استمرار للسياسة بوسائل مختلفة قد صارت مقلوبة على رأسها لتتحول إلى القول إن السياسة ليست شيئاً آخر سوى مواصلة للحرب، حيث تستبدل وسائل القوة عبرها بين الحين والآخر بوسائل المكر ومن منا يستطيع أن ينكر أن ظروف سباق التسلّح التي نحيا ويتعيّن علينا أن نحيا تحتها، تبين لنا على الأقل كون عبارة كنط، القائلة إنه لا ينبغي أن يحدث شيء ما أثناء الحرب من شأنه أن يجعل من سلم لاحق مستحيلاً، قد انقلبت بالمثل رأساً على عقب، إلى حدّ أننا نحيا في سلم لا يُترك فيها شيء ما غير مُعدّ لكي يجعل من حرب لاحقة ممكنة الحدوث.
