يقدم العلم الضريبي النظرية والمبادئ، يعرض الضريبة ويبين أنواعها وخصائصها وعناصرها، ويحدد مفهوم النظام الضريبي وأسسه بما يتوافق والنظام الاقتصادي السائد وأسسه، كما يعين القواعد والمعايير التي تبرر خيارات العناصر الاقتصادية للإخضاع الضريبي تاركاً حرية الاختيار للسلطة السياسية في الدولة. وفي الإطار الاقتصادي السياسي يبرز دور الضريبة كاملاً وفاعلاًَ مع البيئة الاقتصادية والسياسية والاجتماعية، مؤثراً في حركتها متأثراً في تفاعلاتها.
أما الفن الضريبي فيتولى الجانب التطبيقي، إذ يحدد أساليب تحديد وعاء الضريبة وبيان أساليب الوصول إليه وطرف التقدير والربط وإجراءات التحصيل، ويعين أفضل هذه الأساليب وأكثرها كفاية في تحقيق هدف العلم الضريبي.
إن علم الضريبة وفنها متكاملان ومترابطان يكمل ويدعم كل منهما الآخر، لذا يعمد المشترع إلى قوننتها في أحكام القانونية، ميزتها جودة النص واقتضابه وبلاغة التعبير وشمولية الأهداف والحالات، ومن ثم في أحكام تطبيقية تقدم الشرح والتفسير والتبسيط.
لذلك فقد تناول الأستاذ "أمين صالح" في هذين الجزئين "الضريبة على القيمة المضافة" نظرية الضريبة على القيمة المضافة وأسباب نشأتها، قانون أحداثها ومفهومها، شرح مكنوناتها، ونطاق تطبيقها، ومواعيد استحقاقها وأساس فرضها، طرق احتسابها ونظمها الخاصة موجباتها الإدارية، كيفية تأديتها، آلية تحصيلها وأسلوب الاعتراض عليها، وذلك في إطار الالتزام بالقانون والربط الدقيق والسليم بين النص القانوني والنص التطبيقي.
