هذا الجزء هو الثالث من سلسلة الضريبة على القيمة المضافة وهو مخصص للتطبيق المحاسبي لأحكام قانون الضريبة على القيمة المضافة، خاصة وأن التصميم المحاسبي العام اللبناني لم يرتقب حسابات خاصة بالغريبة على القيمة المضافة لتسجيل عملياتها وضبط وتسهيل مراقبة فرضها وتحصيلها وتأديتها.
لذلك اقترح الأستاذ "أمين صالح" ومن منطلق خبرته في العمل الضريبي اقتراح اعتماد حسابات فرعية وجزئية إضافة في لائحة حسابات التصميم المحاسبي العام لا سيما حسابات الرساميل الدائمة، الأصول الثابتة، الذم، التسوية، والأعباء والإيرادات، مما يؤمن عملية ضبط حسابات الضريبة على القيمة المضافة سواء لناحية الشراء أو البيع بحيث يمكن التمييز بوضوح بين العمليات الخاضعة للضريبة وتلك التي لا تمنح مثل هذا الحق، وبين العمليات التي تتيح حق استرداد الضريبة وتلك التي لا يمكن استرجاع أو استرداد ضريبتها، بحيث تنسب كل هذه العمليات إلى حساب خاص بها يمكن العودة إليه عند التدقيق في احتساب الضريبة على القيمة المضافة المدفوعة، المحصلة، المستردة، المدورة والمتوجبة.
