صدر قانون الضريبة على القيمة المضافة رقم 379 بتاريخ 14/12/2001، وبوشر بتطبيقه في الأول من شباط 2002. وعلى الرغم من أن الفترة التي انقضت على بدء تنفيذ هذا القانون لم تتجاوز بضعة أشهر، فإنه قد توالى نشر المؤلفات والكتب حوله بصورة مطردة حتى بلغت حوالي خمسة كتب باللغتين العربية والفرنسية. حتى إن بعضها نشر بتاريخ بدء العمل بالقانون مما يعني أنه قد تم تأليفه قبل هذا التاريخ.
وإذا كان لهذه الظاهرة من وجه إيجابي حيث إنها تنم عن اهتمام بالغ بهذا القانون الوليد، فإنها من وجه آخر تنم عن استعجال ظهرت بعض آثاره في ما تصفحناه من هذه الكتب. وإن الكتاب الذي بين أيدينا لمؤلفه الدكتور عبد الرؤوف قطيش قد تحاشى الوقوع في مزالق الاستعجال من حيث إنه تريث حتى تمكن من بيان تطبيق الأحكام في الواقع وإشكالاته العملية فتمكن من تبيين الصواب والخطأ ومحاكمة الأحكام بصورة نقدية تشير إلى الثغرات حيثما وجدت سواء أكان ذلك في صياغة النص القانوني أم كان في طرائق تطبيقه.
وقد تيسر للدكتور قطيش أن يقوم بمهمة البيان والتبيين هذه حيث إنها تقع في صميم اهتماماته على مدى نيف وأربعين عاماً قضاها في الحقل الضريبي ممارسة وتدريساً وتأليفاً. فقد قضى ما يزيد على ثلاثين عاماً في الدوائر الضريبية في وزارة المال، ودرس المواد الضريبية والاقتصادية مدة خمسة عشر عاماً في الجامعة اللبنانية، واختار مادة ضريبية موضوعاً لأطروحته في شهادة الدكتوراه.
كما أنه ألف وساهم في تأليف خمسة كتب تدور مواضيعه كلها حول الضرائب، فجاء كتابه الأخير هذا في سياقه الطبيعي فاتسم بطابع العمق والشمول وآلف بين البحث الفقهي القانوني والتطبيق العملي للمسائل المطروحة.
