الضريبة على القيمة المضافة هي ضريبة عامة على المستهلك، تخضع لها جميع عمليات تسليم الأموال وتقديم الخدمات التي تتم على الأراضي اللبنانية من قبل الخاضعين للضريبة، وتخضع لها أيضاً جميع عمليات الاستيراد (التي يكون موضوعها سلع خاضعة) التي يقوم بها أشخاص خاضعون أو غير خاضعين. تتميز هذه الضريبة بمداخيل وإيرادات مهمة؛ لذلك اعتبرت "الضريبة الأم" للنظام الضريبي في فرنسا.
وقد استحدثت هذه الضريبة في لبنان للتعويض عن إيرادات الرسوم الجمركية (التي كانت تشكل 60% تقريباً من إيرادات الخزينة) المقرر تخفيضها بعد انضمام لبنان إلى الشراكة الأوروبية وإلى المنطقة العربية التجارية الحرة (AFTA) وإلى منظمة التجارة العالمية (OMC) فضلاً عن غيرها من المنظمات العالمية.
ولإعطاء القارئ العربي عامة واللبناني خاصة صورة تمهيدية وشاملة عن الضريبة على القيمة المضافة، وعن نشأتها وخصائصها وهدف تطبيقها في البلدان التي اعتمدتها، عُني المؤلف "فادي موييز القاعي" والذي هو مستشار قانوني وضريبي لشركات عدة وأستاذ محاضر في المعهد المالي في موائد الضرائب، عُني بوضع هذه الدراسة التي بين أيدينا والتي يفصل فيها الحديث عن هذه الضريبة وأهدافها ونطاق تطبيقها وكيفية احتسابها، والاعتراضات عليها ومرور الزمن على المطالبة بها، كما ويفصل فيها مضمون مواد القانون الصادر بعرض هذه الضريبة على المستهلك في لبنان والذي يحمل رقم 379 والصادر عن مجلس النواب، والذي تمّ العمل به ابتداءً من 1/2/2002.
