لقد أٌريد لهذا الكتاب أن يكون مرجعاً لطلبة الدراسات الأولية والعليا لكليات الإقتصاد والعلوم الإدارية في الجامعات العربية، وللمهتمين بضريبة القيمة المضافة بحثاً أو ممارسة، خاصة في ظل النقص الواضح الذي تعاني منه المكتبة العربية بشكل عام في مجال الضرائب، لذلك صمّم الكتاب ليراعي قدر الإمكان حاجات جميع المستفيدين أعلاه.
يقع الكتاب في خمسة أجزاء تشتمل على أربعة عشر فصلاً، يتناول الجزء الأول ثلاثة فصول، تعالج طبيعة القياس في المحاسبة، ويتناول الجزء الثاني فصلين يتطرقان إلى التطور التاريخي للضرائب، أما الجزء الثالث فيتكون من أربعة فصول ويتناول التطور المفاهيمي للقيمة المضافة، وبالنسبة للجزء الرابع فيتناول أربعة فصول تتحدث عن الضريبة على القيمة المضافة، وأما الجزء الخامس فيتضمن فصلاً يشتمل على مقترح لتطبيق ضريبة القيمة المضافة في ليبيا.
