اقترنت أغلب تجارب التحول إلى القطاع الخاص بساسيات لإعادة هيكلة الاقتصاد، وتشمل هذه السياسات تقليصًا لدور الدولة في مجال الانتاج المباشر للسلع والخدمات، وخلال العقد الأخير من القرن العشرين، بدأ عدد من البلدان العربية في إجراءات تحويل مشروعات عامة إلى القطاع الخاص كجزء من سياسات إصلاح اقتصادي تشمل تحرير الاقتصاد وتشجيع القطاع الخاص، وتخفيف أعباء تملك الدولة وإدارتها لمشروعات اقتصادية، ورغم الجدل الذي أثارته هذه السياسات ليس على المستوى المحلي أو الإقليمي فحسب بل على المستوى الدولي أيضًا، إلا أن التجارب المتلاحقة لتطبيقها عالميًا، جعلتها تمثل تيارًا قويًا لم تعد هناك جدوى في مقاومته أو الوقوف ضده، وأصبح من الأجدى البحث عن كيفية الاستفادة بتجارب الآخرين لإدارة سياسات الخصخصة، على النحو الذي يحقق الغايات النهائية المستهدفة منها
هذا وتعتبر كلمة "خصخصة" ذاتها مستحدثة نسبيًا، فهي إما أن تعني تشجيع للقطاع الخاص، أو بيع للقطاع العام، وهذا بالطبع ما تنطوي عليه الخصخصة، وفي المنطقة العربية، لم تبدأ المرادفات لهذا المفهوم في الظهور إلا في أواخر الثمانينات، حيث استخدم اصطلاح تخصيصية، وخوصصة، وخصخصة، ومن المرادفات الأكثر غرابة مثلًا كلمة "تفويت" وهي تعني حرفيًا العبور من القطاع العام إلى القطاع الخاص، وهو اللفظ الذي يفضلونه في تونس.
هذا ويمثل الكتاب الذي بين يديك خلاصة للتجارب العالمية في إعداد وتنفيذ برامج الخصخصة، نقدمها في ثلاثة أبواب مستقلة، الباب الأول ويعني بالإعداد للخصخصة، والباب الثاني ويتناول خصخصة المشروعات الاقتصادية، ثم الباب الثالث الذي يركز على خصخصة مشروعات البنية التحتية، ويأمل المؤلف أن يجد المهتمين بهموم أوطانهم، ما يفيد في إعادة تفعيل الاداء الاقتصادي.
