يهدف البحث إلى دراسة الخصخصة، وأثرها على حقوق العاملين في القطّاع العام من خلال إلقاء نظرة عامة حول الإقتصاد العالمي، وما صاحبه من تطور في دور الدولة من دولة حارسة إلى دولة متدخلة، ثم ترتب على تدخله مشاكل كثيرة.
ومن هنا برزت الدعوة إدارة المرافق العامة عن طريق القطّاع الخاص، وتناول البحث دراسة الخصخصة، والدوافع الداخلية والخارجية التي أدت إلى تبني الدول سياسة الخصخصة، ثم استعرضت الدراسة أهم أساليب وطرق الخصخصة، وأهم التجارب الدولية التي نجحت بتطبيق هذه السياسة.
وأشار البحث إلى تأثير هذه السّياسة على حقوق العاملين بالقطاع العام في ظل التحوّلات الجديدة، وإستعراض أهم السبل للمحافظة على الحقوق المالية للعمال عندما تقوم دولة من الدول بتطبيق سياسة الخصخصة، وعندما تنتقل الشركات إلى القطّاع الخاص، له إنعكاسات خطيرة على العمالة، وإستعرضنا أهم الوسائل للمحافظة على العمالة الفائضة من خلال التدريب، ونظام المعاش المبكر، وما هو الدور الجديد لنقابات العمال في ظل هذه التحوّلات وأهم المشاكل الّتي ظهرت في ظل سياسة الخصخصة، ومحاولة البحث وضع بعض المقترحات والتوصيات للمساهمة بالقضاء على المشاكل الّتي ظهرت أثناء عملية التحوّل وبعد عملية التحوّل من القطّاع العام إلى القطّاع الخاص…
