أصبح الإرهاب الشغل الشاغل للشعوب والأمم على اختلاف مستوياتها، وخلال العشرين سنة الأخيرة تم نشر العديد من الكتب والمقالات والبحوث حول الإرهاب، كذلك تم تأسيس العديد من المعاهد التي تتبع الجامعات، أو الحكومات، لدراسة الإرهاب واقتراح الإستراتيجيات المضادة للإرهاب، فاليوم نحن نعيش عصراً يجوز لنا أن نسميه بـ "عصر الإرهاب"، قياساً على تسميات مألوفة يتميز بها كل قرن من القرون.
من هنا، تحاول هذه الدراسة إجراء تقييم شامل للوقوف ولو بشكل تقريبي على ما وصل عليه حال الجريمة الإرهابية؛ كذلك بيان أوجه التشابه والإختلاف في مواقف السياسات الجنائية المقررة لمواجهة تلك الجريمة على المستويين المحلي والدولي.
ومن الجوانب التي سيتناولها البحث استعراض لعدد من القوانين المقارنة واتجاهاتها في مواجهة الإرهاب، ومدى تعاونها مع الدول الإخرى لإزالة العقبات التي قد تقف دون تحقيق الغاية المرجوة من سن تلك القوانين.
كما تحاول هذه الدراسة الإجابة على هذه التساؤلات ، ما مدى علاقة الإرهاب بغسيل الأموال، وهل تعد جريمة غسيل الأموال كأحد المصادر الممولة للإرهاب؟ وهل هي كافية، ومدى استجابة المؤسسات المالية للإلتزامات التي فرضت عليها؟ ويثار تساؤل أخيراً عن مدى جدية التعاون الدولي في مواجهة الإرهاب وسد منافذ تمويله، وإمكانية وضع تعريف للإرهاب ضمن إتفاقية دولية، واستحداث محكمة دولية لمحاكمة مرتكبيه، أو إدخاله في اختصاص المحكمة الجنائية الدولية لتنظر في جرائمه، وجرائم تمويله؟
